Public Art Panel members present: Natalie Dowling, Ruth Roberts, Travis Cook, Linda Nix,
Martha Lawlor, Rich Bartko (arrived at 6:00)
Absent: None

Call to Order at 5:30 PM
A. Call to order and announcements from the Chair
Chair Dowling called the meeting to order at 5:30 p.m.
1. Outcome of discussion with Justin M. Smith, blacksmith - Natalie Dowling Natalie
announced that the Smiths had withdrawn the proposal that they had made to the panel
at the last meeting because it had not been intended to be a donation. They are drafting
some other projects, some of which will be as donations, others as commissioned works,
for the panel to consider.
2. Consideration of proposals for murals in the library's children's room - Natalie
Dowling The panel began the discussion by reporting their individual scores for each
proposal. to Natalie, who added and averaged them to create a panel score for each
proposal. Rich arrived when this process was finished, so his scores were added in, the
average refigured and new panel scores recorded.
The group agreed to consider all proposals that had received at least 80 out of 100
possible points. They were the following Tony Sansevero (97), Masterpiece Studio (94),
Debra Larson (90), Rick Brock (88), Tom Bates (86), Brisley/Coleman (85), Rhonda Dest
(83). Each was considered in turn with all panelists telling what they thought were the
strong points and weak points of the proposal Summaries of each follow.
Larson - her sketches are very desirable but her previous work seems flat and
lifeless. Perspective on the house in the village scene is poor.
Masterpiece - part of the panelists liked the cartoon animals, part didn't. They
thought the proposal seemed very self-assured, but provided no budget, no timeline and
no references.
Bates - criticized for not having animals in his sketches no references. Panelists
worried that he'd use large figures and no small details. Liked his drawings and the fact
that he'd hire people to help him.
Dest - no timeline and no budget, no mention of how she would protect the
work from wear. Was dropped from the list at this time.
Brock — liked that he had both plants and animals in his sketches and his level of
detail was a plus. Thought his sketches lacked life and whimsy and the panelists
worried because he is a ' one-man show."
Brisley/Coleman — examination of proposal revealed use of silk trees and stencils
to produce the murals. Dropped from list after discussion.
Sansevero -- panelists found his proposal to be superior to all others in its
completeness. Budget and timeline were detailedand he has other people working with
him to assure timely completion. They liked his sketches, particularly the level of detail
and the inclusion of people as well as varied flora and fauna. The color scheme was
lighter and more appealing thanmany of the others which were mostly green.
3. Recommendationof artist to the Arts and Culture Board — Natalie Dowling Natalie called
for a motionfor a recommendation Rich moved that Tony Sansevero be recommended
as the panel's first choice. Ruth seconded the motion, which passed unanimously.
Martha moved that Larson be selected for second place and Brock for third in case the
Arts and Culture Board did not agree with the selection of Sansevero. Rich seconded
and the motion passed unanimously.
The chair adjourned the meeting at 7:15 p m
