Arts and Culture Board
of Georgetown Texas
March 15, 2006
A. Called to order by Chair Paul Gaffney at 2:03 p.m.
All members present except Jane Paden
Visitors: Trey McLendon (County Sun) Leticia Zavala (City), Shelly Hargrove (CVB), and
Sarah Jane Blankenship (Main. Street Bd)
B. Ruth Roberts made a motion to approve the minutes, seconded by Rich Bartko motion passed
C. No citizen comments
D. Election of vice -chair and secretary: Current officers re -nominated and re-elected: Ruth Roberts,
Vice -chair and Charles Aguillon, Secretary
E. Consideration of and possible action of:
1. City Budgeting Process -Leticia Zavala (visitor from City Finance & Administration)
• Quality of life survey distributed (return by March 21)
• Feedback will be used for century plan update
• City budget mfo will go out next month
• Chair Gaffney asked how the budget worked —Leticia Zavala summarized the process
2. Shelly Hargrove from CVB and Sarah Jane Blankenship from Main Street Bd
• Advertised Red Poppy Festival
• Public art project on side of visitor's center (mural) discussed
a. Painting sessions May 19-21 and 26-29
b. Asked for artist recommendations
3. Judy Fabry presented the certificates of excellence format
• Dates were added
• Will try to present these at future council meetings
4. Nominations for certificates were discussed by Addie Busfield. Jane Voltz made a motion
to accept Anarella's as a recipient because of the recent HS photo show. Motion passed.
Future awards may be made to individuals. Charles Aguillon made a motion to recognize
the 2005-06 season of the Palace Theater, but it did not receive a second.
5. Jane Voltz moved and Natalie Dowling seconded a. motion to request City Council to
earmark 2% or $200,000 of the new library costs for the arts/culture activities. Motion
passed unanimously.
6. Chair Gaffney visited with Vincent Kitzsch, Austin Arts in Public Places Administrator.
They discussed Austin's 2% ordinance. Discussion continued among board members.
7. Board Reports
• Rich Bartko discussed Project 1900 report and shared a previous proposal of the
Williamson County Art Guild.
® Jane Voltz met with Randy Morrow, director of Community Services. He advised. the
Arts and Culture Board seek inclusion in future City master plans. We will invite Mr.
Morrow to the May meeting
8. Chair Gaffney mentioned that we need to focus on the 2% ordinance at April's meeting.
9. Rich Bartko suggested that we have a mission statement —bring ideas to share next time
10. Workshop with council on April 24
11. Next time we will review draft of 2% ordinance meeting adjourned at 4:00 pm.

As you probably know in talking with Richard Bartko?a conference call to Artspace from
the office of the City Manager was completed about a month ago. Among the topics
discussed was the kind of preparation necessary before a site visit and initial feasibility
survey can be scheduled. I have spent many hours since that call exploring the means to
communicate with the central Texas art community and many more hours will be
required in the corning months to communicate with a community whose only common
bond is an interest in the arts. Communication is essential if the art park concept is to
move forward to the initial feasibility phase. Another issue that requires considerable
work is the definition of possible sites and the development of funding to pay for the
initial feasibility study.
I am willing to tackle all of these tasks, but it would be very helpful to know the position
of the A&C Board regards the development of an art park in Georgetown If this project
is to move forward it must have the endorsement of the CVB, Main Street and the A&C
Boards as well as the City Council. CVB and the City Council have expressed their
approval of the concept and I expect the Main. Street Board to go on record endorsing it at
their next meeting. It would be foolish of me to commit to hundreds of hours of
additional work exploring the feasibility of such a project only to find that the Board
most directly impacted by the project does not support it. At this point I think you have a
pretty clear picture of the art park project, but I am happy to entertain any questions you
might still. have.
At this time I am asking that you endorse the concept of development of a facility in
Georgetown to provide low cost live/work space for artisans if an initial feasibility study
conducted by Artspacce demonstrates its practicability. Thank youfor your
consideration of this request.
