Arts and Culture Board Members present:
Charles Aguillon, Richard Bartko, Addle Busfield, Natalie Davis Dowling, Paul Gaffney, Jane
Paden, Ruth Roberts
Absent: Penny Plueckhahn (excused), Jane Voltz (unexcused).
Regular Session
CaII to Order at 2:05 PM
A. Call to order and announcements from the Chair
There were no announcements from the Chair.
B. Consideration and approval of minutes of last meeting
Jane Paden moved and Charles Aguillon secondeda motion to approve the minutes as
distributed. Passed unanimously.
C. Comments of citizens wishing to address Board
None.
D. Consideration of and possible action on
1. Selection of date to present certificate to Annarella - Judy Fabry
After general discussion, the Board decided June 13 would be the first Council meeting at
which Board members could be present for the award. Ruth Roberts and Natalie Dowling
said they would attend. Judy Fabry will. contact Ellie Skross to see whether she is available
on that date.
2. June 26 workshop with City Council —Eric Lashley
The Board agreed to accept the June 26 date for a workshop with Council, which Eric
Lashley said appears at this time to have a fairly short agenda. Discussion about whether
to include a copy of the ordinance and guidelines with the agenda packet was
inconclusive.
3. Draft of "2% for Art" ordinance —Judy Fabry & Ruth Roberts
Roberts moved and Busfield seconded a motion to accept the draft as distributed. Motion
passed unanimously.
4. Draft of Guidelines for acquiring art - Judy Fabry
Lengthy discussion of the wording of many parts of the guidelines took place and
revisions were made by consensus. During this discussion the issue of precisely when the
Board should become involved in planning for upcoming CIPs came up. The members
decided that the ordinance should clearly state when the Arts and Culture Board should
become a part of the OP planning process. Roberts moved and Paden seconded a motion
to have staff investigate this question and add the appropriate wording to the proposed
ordinance. Motion passed. unanimously.
Roberts moved and Paden seconded a motion to adjourn at 4:05. Passed unanimously.

"Guidelines and Procedures for Public Art Acquisition and Maintenance," which
was a part of the March agenda packet. Please feel free to contact me if you can't
locate your copy of this draft and I'll be happy to e-mail the file to you. Our agenda
• this month is short enough that we should be able to spend some time working on
the Guidelines.
