Arts and Culture Advisory Board
Georgetown, Texas
September 28, 2005
Members in Attendance: Charles Aguillon, Richard Bartko, Addie Busfield, Paul Gaffney, Jane
Paden, Penny Plueckhahn, Ruth Roberts, Jane Voltz.
Members Absent (Excused): Veta Stralntann.
Staff in Attendance: Eric P. Lashley, Library Director; Judy Fabry, Library Administrative Assistant,
Jill Kellum, Parks Administrative Assistant.
Minutes:
1. Chair Paul Gaffney called the meeting to order at 2:15 p m Jill Kellum, administrative
assistant for Parks, swore in the members who were present. The chair announced that Veta
Stratmann had resigned from the boardbecause she expects to be moving from Georgetown
soon. Judy Fabry had notified the City Secretary of the vacancy so that the Mayor may appoint
a new member.
2. Ellie Skross, owner of Annarella and a member of the Downtown Georgetown Association,
spoke to the Board about "pARTicipate GEORGETOWN,"arts-related. activities taking place in
Georgetown during October.
3. Each member of the board did a. self -introduction.
• Paul Gaffney - is currently dean of the School of Fine Arts at Southwestern University;
training was in theater; sees Board as a way for arts organizations to communicate with
each other.
• Penny Plueckhahn - in past was involved with theater and art in Dallas; currently is
president of the Symphony Society and was one of the founders of last June's Festival of
the Arts; sees Board as an opportunity for Georgetown's arts organizations to work
together.
• Jane Voltz - a former City Council member; has been involved with Mayfair, Christmas
homes tours, Christmas Stroll; interested in music, theater, dance, water color; sees
Board as a way to encourage the arts in Georgetown.
• Addie Busfield - is a painter; mainly interested in the commercial aspects of art and in
promoting local artists.
• Jane Paden - is a painter and sculptor; interested in dance; wants fence around
Courthouse to be painted; wants a calendar of the arts for the City.
• Ruth Roberts - is an appreciator and collector of art, partner and manager of Don Snell;
mterested in helping to put together a City calendar of the arts and in getting public art
for Georgetown.
• Rich Bartko - worked in graphic arts, calls himself a frustrated artist; former president
of Williamson County Art Guild; wants a central communication tool for the
community; is interested m creating an outdoor art show for Georgetown.
• Charles Aguillon -director of fine arts for GISD. (Acting secretary left the room at this
point and did not hear further details.)
Eric Lashley — director of Georgetown Public Library, interested in having public art in
the new library and in many places in Georgetown.
(Acting secretary returned)
A discussion took place about compiling a single working list of media contacts since everyone
seems to have his or her own or organizational list Board members will e-mail their lists to
Judy Fabry who will collate the lists, remove redundancies and confirm discrepancies
4. Chair Gaffney called for nominations for vice chair. Gaffney nominated Ruth Roberts and
Charles Aguillon seconded the nomination. Roberts was elected unanimously.
5. Chair Gaffney called for nominations for secretary. Roberts nominated Charles Aguillon and
Jane Voltz seconded the nomination. Aguillon was elected unanimously.
The group discussed a regular meeting time and agreed upon the third Wednesday afternoon
of each month, from 2-4 p.m., except in October 2005, when the meeting will be on the fourth
Wednesday (10/26).
The group looked briefly at the draft by-laws and decided to consider them at the October
meeting.
8. Chair Gaffney and Judy Fabry will establish the agenda for the next meeting.
9. Board members may submit any information about arts events that they wish to have posted
on the City's website to Judy Fabry. She will enter it herself or, when appropriate, pass it on to
Keith Hutchinson, the City s Public Information Officer, or Shelly Hargrove, Tourism Director.
10. Ruth Roberts asked whether the Courthouse grounds are off-limits to art. Eric Lashley said
that is probably the case.
11. Eric Lashley handed out packages of materials about the City's ethics ordinance for the Board
members to read and absorb. At the October meeting members will attest to the Affidavit of
Compliance with Ethics Ordinance.
