Tuesday, May 23, 2017
The Georgetown City Council will meet on Tuesday, May 23, 2017 at 3:00 PM at the Council Chambers, at 101 E.
7th St., Georgetown, Texas

Councilmembers currently serving include: Mayor Dale Ross; Councilmember Anna Eby, District 1;
Councilmember Valerie Nicholson, District 2; Councilmember John Hesser, District 3; Councilmember Steve

Mayor Ross called the meeting to order at 3:00 PM. All Councilmembers were in attendance, with the exception of
Tommy Gonzalez, Councilmember District 7. Gonzalez joined the meeting at 3:20 PM.
Policy Development/Review Workshop – Call to order at 3:00 PM
A. Presentation of the City’s Quarterly Financial Report, which includes the Investment Reports for the City of
Georgetown, Georgetown Transportation Enhancement Corporation (GTEC), and the Georgetown Economic
Development Corporation (GEDCO) for the quarter ended March 31, 2017 -- Paul Diaz, Budget Manger
Budget Manager, Paul Diaz, provided a presentation on the City’s 2nd Quarterly Financial Report. He explained that
the reports includes information for the City itself, the GTEC Board and the GEDCO Board for the quarter ending
March 31, 2017
Diaz described the status of the General Fund
• Sales tax collections up 11% compared to the same period last year
• Property tax collections at 91% for the year
• Other revenue (ROI, Fees) up 9% due to growth
• Expenditures on track for the quarter; accounting change in ISFs compared to prior year
Diaz spoke on the Major Enterprise Funds
• Electric Revenue up 3.2% compared to the same period last year
• Water Revenue up 38% year over year
• Hotel Occupancy Tax up 37% year over year
• Airport Revenue up 20% year over year
Diaz noted that weather plays a big part in the electric revenue. Diaz spoke on the impact that the new Sheraton
Hotel has had on the occupancy tax and how new management and policies at the airport have improved the airport
revenue. He noted that fuel rates and hanger leases have contributed to the success of the airport fund. Diaz also
noted that the electric revenue fund has been calculated differently this year than FY16. He explained that in FY16
there were 2 different funds – the Western District Fund and the City of Georgetown Electric Revenue Fund. He
explained that this year, after the consolidation, all revenues have been moved to one fund. Diaz said the 38% does
not include the Western District fund and that the Western District fund would be up about 5%, which mirrors the
growth rate.
Mayor Ross asked Diaz what the normalized growth rate would be for Chisholm Trail if not included in the 38%
shown. Diaz said 5%.

CIP Highlights were shown next.

Diaz displayed Investment Highlights
Diaz noted that the yield has increased in all funds. He explained that the investment portfolios for the City, GTEC
and GEDCO are comprised of bank deposits, local government investment pools, money market accounts and
certificates of deposit. Diaz said the GTEC decrease of $10 million dollars is because the City pays GTEC expenses
out of the City’s pooled depository account and then does a quarterly transfer from the GTEC investment accounts to
pay back the depository account.
Mayor Ross thanked Diaz for the good report.
B. Fire Department Budget Update -- John Sullivan, Fire Chief
Fire Chief John Sullivan provided a presentation on Fire Department information pertaining to the 2017/18 upcoming
budget. Sullivan noted that the City of Georgetown will grow more in the next 10 years than it has in the last 100
years.
Sullivan displayed the Demand for Service comparison over the past 5 years, which has increased by 45%.

Sullivan showed the Time of Day Demand Comparisons, from 12 AM through 11 PM. He explained that it is
important to balance resources accordingly.

Sullivan noted that the demand for service for 2018 is estimated to have a 15% increase.
Sullivan noted the decreased response time of the City and ESD that have been accomplished. He said that time
intervals are measured from dispatch to arrival.

Sullivan explained how overtime is affected and described the relationship of overtime and strength of force. He
chose the month of October, as an example, and provided detailed explanations with the information provided in the
chart.

A Top 10 List of reasons for calls for assistance was provided next. Sullivan spoke on traumatic injury being number
one on the list in the community, due mostly to falls. He spoke on behavioral and psychiatric calls and that
improvement is needed in getting people to the right facility. Sullivan noted that “Fire” does not make the Top 10 List
of Calls.
Sullivan spoke on the Sources of Medical Payments in the Community
• Medicare – 64%
• Medicaid – 5%
• Insurance – 18%
• Facility - .0035%
• Bill Patient – 1%
• Private Pay – 11%
Sullivan noted that Georgetown only has 12% uninsured which is a fantastic number. He explained that because of
the elder population in Georgetown, a large percentage are governmentally insured through Medicare which limits the
amount of reimbursement. Sullivan provided a chart on how Medicare payments work.

Sullivan spoke on FY16 Transport Charges and net charges, adjustments and monies received, which is about a
54% collection rate. He explained the delay that occurs with collections. Sullivan described “cash per transport”. He
explained that the cash per transport of $449 is good, when 65% of transports are Medicare and Medicare will not
pay any more than $470 per transport.

Mayor Ross asked about collection rates. Chief Sullivan described gross collectibles versus net collectibles. He said
in FY16 gross collectibles were 38-41% and went up this year to 42-45%, but when done against net charges,
because of the inability to bill for adjustments unless the City gave up on Medicare, it leaves a collection rate of
approximately 54%. Sullivan said for FY2017 the figure will be north of this percentage.
Councilmember Fought asked Sullivan if the collection rate was 41% for the County when the City took over the
service. Sullivan confirmed and said that is why the City has changed billing companies. Fought asked if the
collection rate could conservatively be called above 50% on the net. Sullivan confirmed. Sullivan said the City is
also higher on the gross.
Sullivan went on to speak on Response vs. Transport

Sullivan spoke on services being provided without a source for collection or reimbursement. He explained that the
City is only paid for those transported to a hospital. He described many situations where service is provided to
those who call for assistance but are not transported to a hospital. He explained that many times this can be a fall or
a diabetic situation.
Sullivan described Priority Dispatch
Councilmember Fought said he applauds taking the time to get to this point. He said any such program is initially
short of resources. Fought noted that time has been taken to improve the systems and the City should not mind
taking time to get it right.

Sullivan spoke on Medicare and private insurance. He explained that neither one pays for anyone not taken to a
hospital. Sullivan noted people using the 911 system, when not necessary, and said that the department is looking
at ways to better educate the citizens.

Mayor Ross asked Chief Sullivan what the biggest challenge will be in the next 5 years. Sullivan answered that it will
be hiring, training, retaining staff and growth.
Ross asked about the unique opportunity with Round Rock and why this is not done more often. Sullivan said he
strongly advocates this but it is generally not thought to be good practice to locate a station on jurisdictional
boundaries because you are not able to maximize efficiency in tax bases and responses.
Councilmember Gipson asked about cash per call and if it is a percentage or a flat number. Sullivan asked if he was
referring to the Medicare reimbursement. Sullivan said that the reimbursement is based on demographics and
population and what Medicare has deemed reasonable and customary costs.
Councilmember Fought asked about the 911 system that can locate cell phones and how this system is coming
along. Sullivan said that people who call 911 by cell phone are not located quickly. Sullivan said the City is now
using Smart 911 and is now able to ping the phone to locate someone. He explained that there is still a need for
improvement with the system and the company is trying to work on providing service in real time. Sullivan explained
that people need to register their phone and then it can be seen across the country. He said there are current
problems with showing a location on the map, but these issues will be resolved. Fought noted that a person could
have a heart attack on a walking trail instead of at home and this system is very valuable. Fought asked Sullivan to
keep the Council updated on this and give them ways to publicize the information.
Councilmember Eby asked about the subscription program. Sullivan explained that communities sometimes charge
a certain dollar amount on utility bills to cover the costs of non-transport incidents. He said other cities have opt-in
programs with an annual fee or a certain amount per family, which covers all of the family members. He explained
that some families have little insurance and are unable to pay the non-transport fees.
Councilmember Hesser asked how many overtime dollars have been budgeted. City Manager, David Morgan, said
this will be brought to the Council in detail during the budget process.
Councilmember Jonrowe asked about a target for collection of payment. Sullivan said that cash per transport is the
preferred target. He said the average collection of over $400 is good. Jonrowe said the City does not want to have

unrealistic expectations or be too hard-nosed regarding collections. Jonrowe asked if the City keeps track of calls
that go to other providers who we have agreements with for service. Sullivan confirmed and said a log is kept. He
said many times there are multiple emergencies at one time, across different entities. He said that they try to
leverage and work with each other.
Mayor Ross thanked Sullivan for the presentation.
C. Update, discussion, and direction on the solid waste contract -- Mike Babin, Deputy General Manager of Utilities
Mike Babin, the Deputy General Manager of Utilities, provided a presentation and update regarding the City’s solid
waste contract and negotiations with Texas Disposal Systems. He explained that the presentation would involve an
overall time line, the contract update and an expected rate impact.
Babin spoke on a 10 + 10 contract and explained the opportunity to exercise a 5 year extension contract if an
agreement is not reached. He also noted that the City would be able to convert to a month to month provision, if
necessary. Babin said, ideally, he would like to wrap up a contract in this year, so that the wholesale cost would be
in the 2018 budget and costs would be known and more manageable. Babin added that the expectation would be
that the wholesale costs are the same under any contract. He asked Council to direct him if they are not comfortable
with the 10 + 10 plan, if they would like him to shift to examining the 5 year plan, or if they would like to direct him to
work in parallel on both plans.

Babin explained that the City has been negotiating with TDS for approximately 7 months now. He noted that they
have been helpful and easy to work with. Babin said it has been a collaborative effort and that the City has enjoyed a
good relationship with TDS for over 2 decades.
Babin spoke next on the Services under the Contract. He explained that the only thing new is commercial recycling.
He said he believes that costs will be lower for commercial customers currently having to use private companies
instead of TDS.

Babin noted that a higher amount over budget, due to inefficiency, would lower TDSs profit margin at a 5 to 1 ratio.
He said that there is not a cap amount, but that this is certainly a strong incentive to be efficient. Babin said that the
benchmarking language is still being worked out.

Babin provided a chart of the Impact to Rates from the Contract. He explained that residential impact is easy to
determine but the commercial impact can be complicated. He noted that TDS has a view of 29% to 34% for
commercial and 11% to 13% for residential. Babin said that wholesale costs would move similarly and noted that
these are preliminary numbers.
Babin spoke on Other “Non-Contract” Tier 1 Rate Impacts and then provided a chart for Peer Comparisons.

Texas Disposal Systems had provided a handout of this chart for the Council.
Mayor Ross asked about the additional fee above the TDS fees. Babin said this fee covers staff expense, medication
collection, marketing, information provided to customers, and the cost of public events. Babin said it is impossible to
compare apples to apples with other cities. Babin noted that, with the new contact, the City would move from near
the bottom of the chart to the middle of the chart, with the projected increase. Babin said it is important to remember
that in the last 5 years, the City has seen less than a 5% increase.
Councilmember Gonzalez said it looks like an 18% increase year after year. He asked if the increase could be tiered
to make it more comfortable. Chris Foster, the City’s Resource Management and Integration Manager, said utility
fees lie completely within the general fund. He explained that split funding would eventually need to affect taxes, or
another funding source would be needed. Mayor Ross asked how much money this refers to. Foster said bills would
increase by $3 per month or $36 per year. Gonzalez said he withdrew his concern.
Jonrowe asked if the City would be providing the same services while implementing and beginning the master plan
and if the master plan could lower costs. Babin said yes and noted that it is designed to do exactly that. Mayor Ross
said Council could select different options each year. Babin confirmed and said it was part of the key design to have
the flexibility of adding services, creating incentives, etc.
Councilmember Hesser congratulated Babin on a job well done. He noted a service issue with tree trimmings having
to be brought to the station and then the station charging a fee. Hesser said that is the one thing he gets the most
complaints about and asked Babin if this could be looked at. Babin said that, in the past, this was a plus for TDS, as
they were able to keep the revenue in the old contract. He said in the new model the City will pay for the labor and
include it in the cost, and the Council will be able to choose whether to charge customers or socialize that cost in the
solid waste rate for everyone. Hesser asked how much revenue is taken in for this service and if the City tracks this.
Babin said he does not know the number. Mayor Ross said he too feels it is unfair to do all the work, take it to the
station and then have to pay to leave it there. He noted that TDS sells the mulch. Ross said he could bind the
trimmings, leave them at the curb, and have them picked up, but they would go into the landfill. Babin said trimmings
picked up on the appropriate days do not go into the landfill. Babin said this fee could be changed to be processed
any way that Council decides. City Manager, David Morgan, said that if this is the consensus of the Council, the City
can work this into the new contract.
Councilmember Fought said he had brought up cost plus and had noted that it does not work. He said he likes the
structure of the pick your service process. Fought said he would like to throw out cost plus, and realizes, now, that
this is not that. He said he is concerned with what is not yet done what is not yet defined. Fought cautioned staff to
take the time to get it right no matter how long it takes. He noted that the City is looking at 20 years and big dollars.
He told Babin not to feel the pressure and take his time. Fought said he would like to have things adequately defined.

Mayor Ross asked Babin to speak to Councilmember Fought’s comments. Babin said the structure should be called
“cost of service” instead of “cost plus”. Babin said this is structured more like a utility provider, with cost of service.
He explained that the City is very familiar with this structure and has done this with electric, water and wastewater
and is very familiar with how to manage it. Babin apologized for the perception that there was a lot of things not yet
determined. He explained that there are only 4 things to still determine - benchmarks, performance, mark up and
split. Ross asked how long it would be before these things were known. Babin said approximately another month.
He explained that there is not have a hard deadline but they would like to get it wrapped up.
Councilmember Nicholson asked if there are other customers to compare the contact to. Babin said internal
benchmarking could be done within TDS. He explained that the City is a small part of their business and there are
not a lot of publicly traded companies to compare. Babin said it would be a challenge to find good benchmarking. He
added that TDS has a strong incentive to keep competitive.
Councilmember Gonzalez said the uniqueness of the transfer station is what makes measurement in the market
difficult. He asked about the impact of the station. Gonzalez said the Council will need more information to make
sense of it, with the expansion of a long term contract. Gonzalez said the long term partnership with TDS needs to
be a financial incentive for the City. City Manager, David Morgan, said the transfer station is an unknown and it is
important to work through the process. Morgan said TDS a great partner, but the City will have to put themselves
into a potentially precarious situation. He noted that the ala cart portion is an incentive and a long term contract has
the opportunity to be brought to the Council for arbitration annually. He explained that this puts Council in a different
role. Morgan said, since the City does not have a contract to compare to, there is a lack of understanding. He said
this is such an important decision and the Council will need to examine all of the dynamics with their eyes wide open.
Babin said the real unknown is that there is not a way to get a market rate on a transfer station by a third party. He
explained that there are no external benchmarks. He explained that the costs are the City’s investment in a transfer
station is essentially all fixed cost and very little variable cost associated with it. Babin said he would expect Council
to look ahead and selling capacity to someone else could be gravy or margin. Gonzalez said a 15 or 20 year plan
can be designed for a 10 year. Babin said he will come back with a certain cost to set the floor. He said he will bring
back a measurement of cost for the Council. Ross said costs should not be that volatile. Babin said the volatility
comes from environmental regulation and legislation and fuel.
Mayor Ross asked Babin what he needs from the Council today. Babin said he would like direction from the Council
on whether to continue negotiations on the 10 + 10 contract, a 5 year contract, or to look into both. He said he would
like the uncertainties nailed down. Councilmember Gonzalez said he would like staff to examine the 10 + 10 year
contract in parallel with a 5 Year contract. Gonzalez said the Council will need cost certainty. He said the 10 + 10
year plan should be a priority, but would like to see both and explore the comparisons. Babin said this is doable and
he will continue negotiating possible contracts and bring an update back to the Council.
Mayor Ross thanked Babin for a nice presentation and asked him to thank those involved.
D. Presentation and discussion of a proposal to approve $10,000 in GEDCO funds, and a Request for proposals, to
accomplish a feasibility study regarding an inpatient residential hospice facility in the Georgetown area -- Steve
Fought, District 4 Representative and member of GEDCO.
Councilmember Steve Fought spoke on a GEDCO proposal to implement a feasibility study on an inpatient
residential hospice facility in Georgetown. He explained that, although Georgetown has hospital rooms and rooms in
assisted living facilities, dedicated to hospice care, along with a number of companies that provide home hospice,
Georgetown does not have a specific hospital dedicated to inpatient hospice care alone. Fought noted that the
closest such hospital is the Christopher House in Southeast Austin.
Fought said that he had spoken to Hugh Brown, the CEO of St. David’s Georgetown Hospital, who informed him that
inpatient hospice is very complicated and would usually require foundation support. Fought noted that he and Scott
Alarcon, the CEO of the Georgetown Health Foundation, visited the Christopher House and studied the program.
Fought also mentioned interest from Tim Harris, a Georgetown banker, commercial broker, who has served in many
capacities in the City of Georgetown. Fought said they are fortunate to be forming a good team. He said he was
pleased to find that the Treasurer of Christopher House is Gary Nelon, a former Mayor of Georgetown.
Fought said that he has learned that an inpatient hospice is a very different animal. He said that patients at
Christopher House had a home like environment with large rooms, private patios, and a small kitchen. Fought said
that pets were allowed and behaviors, not normally allowed in a hospital setting, were also permitted. The
Christopher House said that they would be willing to help but suggested a feasibility study to see if the idea could be
supported.
Fought said that there would be two parts to such a study – the feasibility and sustainability would need to be studied.
He explained that there are several consulting firms with this type of experience. Fought explained that the major

clients would be the hospitals, with doctors who would refer, because it would need to be those who have a reason to
read the results of the study.
Fought said that the Board of Directors of the Christopher House said they would put money on the table of $5,000,
$2,500 for each phase. He said the complete study is estimated to be $30,000. Fought said the Georgetown
Health Foundation and Baylor Scott & White are willing to put up $10,000 each toward the study. Fought said this
idea was then taken to the Georgetown Economic Development Corporation (GEDCO), as it fits the medical
economic development goal of the board. Fought said the facility would not be owned or operated by the City, but
the City could possibly provide incentives. Fought said that they have added a member of the Georgetown
Commission on Aging to the team.
He went on to say that GEDCO approved $10,000 in GEDCO funds toward the study and that an RFP was approved
by GEDCO, which will be administered by the Georgetown Health Foundation, a 501c corporation. Fought said he
has asked for the distribution of funds to be $7,500 for Phase 1 and $2,500 for Phase 2. Fought said the RFP dates
would be June 16, 2017 with responses due back by July 17, 2017.
Fought said that no decisions needed to be made by the Council at this point and that he will come back for Council
approval in July.
Fought said the City needs this and it is not just an advantage to Sun City but an advantage to all of Georgetown.
Councilmember Gonzalez said he would feel more comfortable if the $10,000 came from the Council Discretionary
Fund rather than from GEDCO funds, because there is not an economic development benefit to the project. Fought
said he likes this idea. Councilmember Jonrowe said she is also supportive. All member of the Council were in
agreement.

insurance. Johnson noted that there will be a future agreement for the space to be used for staging by the City.

The General Manager of Utilities, Jim Briggs, spoke on the proposed resolution to approve the change in rates of
Atmos Energy. Briggs said worked Georgetown, along with other ATM Cities, were given a rate request of $54
million. He said after discussion with the other ATM Cities, the rate increase was proposed to be $48 million.
Briggs explained that the City had multiple options, but there were two separate groups of cities and the other
group had already settled for $48 million. Briggs explained that staff had visited with a rate consultant and an
attorney, experienced in these matters. He noted that a contested hearing would be a significant expense, with
the costs going to the rate payers. Briggs said it is recommended to agree to the settlement of 48M, which is a
10M reduction in the original rate proposal. Briggs added that the City will continue the rate review process and
implement more frequent dialogue.

purchase was for the acquisition and deployment of an AMI system fo r an amount no t to exceed $8,6 00 ,00 0. The AMI
project required EIste r So lutio ns to provide various AMI compatible electric and wate r hardware items including me ters,
gatekeepers and endpo int units.
Elster Solutions installed AMI compatible wate r mete rs and registers manufactured by Master Meter for the City’s AMI
system. The water products manufac tured by Maste r Meter are proprietary parts to the AMI syste m. Hydro P ro Solutions,
LLC. of Cedar Park, Texas is the sole authorized AMR/AMI mete r syste ms pro vider o f Master Meter pro ducts in the
Austin metropo litan area. This distributor will be re spo nsible for supplying and providing warranty support in repair o r
replacement of Master Meter water products as required by the City.
Master Meter, Inc. has co nfirmed confidence that Hydro Pro Solutions can meet future supply needs required by the City.
COMMENTS:
The Local Government Code, Section 2 52.022, (7) (A) appro ves exemption from co mpetitive bidding laws fo r
procurement o f items available from o nly one source because of patents, copyrights, secret processes, or natural
monopolies.
FINANCIAL IMPACT:

ITEM SUMMARY:
The City has received a request from the owners o f a 24+ acre tract lo c ated at FM 971 and East Mo rrow (formerly River
Haven) to abandon a 15 ' Permanent Utility Easeme nt. The easement was granted to the City of Geo rgeto wn in order to
extend a waterline. The alignment of that e ase ment and waterline will bisect several tracts and make it impossible for
those trac ts to develop. The landowner has constructed a replacement waterline and granted a new easement, recorded as
Doc. No. 20170 50 01 3 O.P.R.W.Co.Tx., in anothe r lo c atio n. This easement and line are , therefo re, no longer necessary.
Staff has reviewed this request and the new easement and waterline dedicated as replacements, and recomme nds appro val

WHEREAS, the City of Georgetown has received a request for the vacation and
abandonment of all of the above described Easement, due to its bisection of the property ; and
WHEREAS, the City of Georgetown (“City”) has received a request from AHV Guardian
River’s Edge, LLC, the current owner of property encumbered by the above-described easement.
The bisection of the tract by the Easement significantly hinders the development of the tract. The
easement requested to be abandoned and vacated is all of that 0.327 easement area conveyed to
the City of Georgetown by Marguerite Shell Murray and is fully described by metes and bounds
and sketch attached to that certain easement document recorded as Document 200062350 (the
“Property”); and
WHEREAS, AHV Guardian River’s Edge, LLC has completed the relocation of the
existing waterline and provided a replacement easement to the City of Georgetown; and,
WHEREAS, upon considering the request for vacation and abandonment of the subject
Easement and additional information pertaining to the request, the City Council finds that a
public need for the areas sought to be vacated and abandoned no longer exists and that said
Easement may be vacated and abandoned pursuant to City Ordinance No. 2009-47 relating to
disposition of City property; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that the

way of the aforementioned roadways at multiple points within Saddlecreek Phase 1A, a
subdivision of Williamson County, Texas as recorded in that certain plat recorded as Document
No. 2017046488 of the Official Public Records of Williamson County, Texas, to allow the
installation of landscaping, utilizing the areas described in the Exhibit “A”, attached hereto
(License Area); and,
WHEREAS; the landscaping will be installed in such a manner as to comply with all
applicable City Ordinances and ensure the maintenance of visibility at all intersections; and,
WHEREAS, the Licensee agrees to accept the terms of the revocable license agreement as
set forth in the City Code of Ordinances Section 12.09 and to reimburse the City for costs incurred
to process the request in accordance with State law requirements;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are

REVOCABLE LICENSE AGREEMENT
THE STATE OF TEXAS *
*KNOW ALL MEN BY THESE PRESENTS:
COUNTY OF WILLIAMSON *
This is a Revocable License Agreement by and between the City of Georgetown, a Texas
home-rule municipal corporation (hereinafter referred to as "LICENSOR"), and Woodhull Ventures
2015, LP, a Delaware limited partnership, (hereinafter referred to as "LICENSEE") whose address is
4910 Campus Dr., Newport, CA 92660. LICENSOR hereby grants a license to the said LICENSEE
to permit multiple encroachments of variable width into the rights of way of Bel Gin Road, Daisy
Cutter Crossing and Saddlecreek Avenue, as shown on Exhibit "A” attached hereto and
incorporated herein by reference for all purposes (hereinafter referred to as Licensed Area), owned
and occupied by the City of Georgetown, Williamson County, Texas, but such improvements shall
at all times not be in contact with any electric, water, sewer, or other utility, or equipment, or interfere
in any way with such utility, improvements and other property, and subject to the following terms and
conditions:
Neither the granting of the license, nor any related permit, constitutes an abandonment by
LICENSOR of its property, easement or easements, or any other rights in and to the above-
described property. LICENSEE expressly stipulating and agreeing by LICENSEE's acceptance of
this license that LICENSEE neither asserts nor claims any interest or right of any type or nature
whatsoever, legal, equitable or otherwise in or to LICENSOR's easement.
LICENSEE hereby expressly covenants, stipulates and agrees, without limitation, to
indemnify and defend the LICENSOR and hold it harmless from any and all liability, claim, cause of
action, and cost, including attorneys' fees, and including any acts or omissions of the LICENSOR, its
officers, agents, and employees, which may grow out of or be attributable to the granting by the
LICENSOR of said license and any supplemental license which may hereafter be issued in
connection herewith including any inspections which may be conducted in connection with or
pursuant to said license or any supplemental license.
LICENSEE, at its own expense, shall restore or cause to be restored the subject property to
as good a condition as existed prior to construction of the improvements which are the subject of
this License Agreement. LICENSEE shall pay all costs of relocation of any public utilities or facilities
which may be incurred as a result of the proposed construction or actual construction.
LICENSEE agrees to comply with all laws and ordinances in the construction and
maintenance of said improvements, and specifically shall abide by Chapter 12.09 of the Code of
Ordinances.
A. If an inspection reveals that any part of the structure or facility or other aspect of the
Licensed Area does not comply with applicable terms and provisions of the City Code of
Ordinances, the owner of the structure or facility shall be notified and required to make such
repairs as are necessary in order to comply with the applicable terms and provisions of the
City Code of Ordinances. If any Licensee fails and refuses to allow the Director, or his
designee, to come upon or enter the Licensed Area for the purpose of making an inspection,
he may be prosecuted under the terms of Chapter 12.09 of the Code of Ordinances, and the
Director may revoke the revocable license for the Licensed Area, and such action shall be
final.
B. The City shall have the right at any and all times upon 180 days written notice to the
Licensee, its representatives, successors or assigns, to take possession of and use all or
any part of the Licensed Area in the event that such use be reasonably desired or needed by
the City for street, sewer, transportation or any other public or municipal use or purpose, and
in such event, the City shall have the right to cancel the revocable license as to that portion
of the Licensed Area so designated and required by the City.
C. The Licensee shall have the right at any time upon 180 days written notice to the City, to
relinquish the use and possession of all or any part of the Licensed Area as it may so
determine and to cancel said revocable license as to that part so relinquished.
D. Upon the lawful termination of a revocable license issued hereunder, in whatsoever manner
such termination may be made, Licensee, assigns, successors and representatives, bind
and obligate themselves to restore the Licensed Area to the original condition as it existed
prior to any construction, or to fulfill any other reasonable conditions for the restoration of the
Licensed Area which may be acceptable to the City, and should the Licensee, assigns,
successors, or representatives fail or refuse to do so within 90 days after such termination
then in that event the City may do or have done the work necessary for such purpose at the

sole cost, risk, liability and expense of Licensee, their assigns, successors and
representatives.
E. Upon written consent of the City, acting by and through the Director, the Licensee may,
at his sole cost, risk liability and expense including public liability and property damage
insurance in the amounts specified in Subsection 12.09.030 D.4. of Code of Ordinances,
remove, reroute, reconstruct, lower or raise any existing utility lines, public or private sewer
lines, water lines, including storm sewers, pipes or conduits presently located within a public
street, roadway, sidewalk or easement or the City's right-of-way, provided that before
changing or interfering with any such utility lines as described aforesaid, the Licensee shall
notify the respective utility companies and the City, owning or operating the aforesaid utility
lines, concerning any and all changes, modifications, rerouting of or any interference
whatsoever with the aforesaid utility lines, pipes or conduits. Any necessary changes,
modifications, rerouting or interference with the aforesaid utility lines, pipes or conduits shall
be done under the direction of the representatives of the respective utility companies or the
City, as the case may be.
F. After the completion of any construction within a Licensed Area under the terms of a
revocable license granted hereunder, should the City desire to lay or construct its utility lines,
including sewer lines, water lines, or any other pipes, or conduits under, across, or along
said streets within its right-of-way, any and all additional cost for the laying or construction of
the aforesaid utility lines, including pipes and conduits, within said street or right-of-way,
which may occur by reason of the existence of said construction, shall be paid to the City by
the said Licensee, his assigns, successors and representatives.
G. Solely as between the City and the Licensee, and not for the benefit of any other person,
the Licensee, by acceptance of such revocable license, hereby waives any claim he, or
any heirs, successors or assigns might have for damages for loss of lateral support to any
other improvements hereby contemplated which loss of lateral support might be occasioned
by any improvements which the City, its assigns, grantees, or licensees might install or
construct.
H. The Licensee, or his successors, assigns, or representatives, by the acceptance of such
revocable license, agree, obligate and bind himself or itself to indemnify and does hereby
indemnify and hold and save forever harmless solely the City, any of its agencies, and any
person, from all liability, cost or damage on account of Licensee's use, occupancy and
maintenance of any part of a public street, roadway, sidewalk or easement or the City's right-
of-way and the structures and facilities therein, including by way of example, but not by way
of limitation, any buildings, piers, fences, pools, walls, patios, decks basements, etc.
constructed on the surface or the subsurface of any public street or right-of-way. This
indemnity shall continue in force and effect during the existence of any revocable licenses
issued under the provisions of this Chapter.
I. No transfer or assignment of any revocable license granted under the terms and provisions
of this Chapter shall be effective unless and until:
1.The Licensee has, in writing, advised the Director of the name and mailing address of
the transferee or assignee; and
2.The transferee or assignee has furnished the Director its written agreement to assume
and perform all of the duties, covenants and obligations of the revocable license;
and, thereupon, each provision of the revocable license shall be binding upon, and inure
to the benefit of, the transferee or assignee of the Licensee.
J. The breach or violation of any one of the terms, provisions, or conditions set forth in this
Chapter shall be sufficient to constitute grounds for the cancellation and forfeiture of the
revocable license granted under the authority of Chapter 12.09 of the Code of Ordinances.
Any such cancellation and forfeiture may be exercised upon 20 days written notice by the
City to the Licensee, a representative or successor, unless, at the expiration of such time,
any such violation or breach has ceased or the Licensee is proceeding with all diligence and
good faith to remedy any such violation or breach and thereafter continues without delay with
such remedial work or correction until such violation or breach has been completely
remedied, and, any person violating any of the provisions of this Chapter may be prosecuted
as provided in Chapter 12.09 of the Code of Ordinances.
If any person or the owner of land abutting a public street, roadway, sidewalk or easement or
the City's right-of-way reveals by his application for a building permit or other authorization of
the City that any new, remodeling or renovating construction is desired to be made within
any part of a public street, roadway, sidewalk or easement or the City's right-of-way, the
requested revocable license will be reviewed for compliance with the terms and provisions of

Chapter 12.09 of the Code of Ordinances, and in addition, be subject to the following
conditions:
K. The proposed use of a public street, roadway, sidewalk or easement or the City's right-of-
way by any person or the abutting land owner shall not interfere with the City's lawful use
thereof.
L. The proposed construction within a public street, roadway, sidewalk or easement or the
City's right-of-way shall be in accordance with the City's Construction Standards, Unified
Development Code, and any other applicable ordinances and regulations.
M. At all times during the construction and building of any structure within a public street,
roadway, sidewalk or easement or the City's right-of-way:
1. The street or highway shall be kept open for vehicular and pedestrian traffic in a
reasonable manner and no obstruction of the sidewalks shall be allowed in such a way
as to prevent the use thereof by pedestrians;
2. Dirt and other material removed from the building and construction of any such structure
within a public street, roadway, sidewalk or easement or the City's right-of-way shall not
be allowed to remain on the street or sidewalk, but all such dirt and other materials shall
be removed immediately at the sole cost, risk, liability and expense of Licensee;
3. All excavations and obstructions of any kind where allowed during the period of
Licensee's construction, shall be properly barricaded, and well illuminated during the
night time, all subject to the approval of the Building Official.
N. After the completion of the construction within a Licensed Area, the Licensee shall at his
own cost and expense replace any sidewalks and surface of any streets that were damaged
or removed in the construction of any structures or facilities in a condition equally as good as
they were immediately prior to the time of excavation or construction, and all of such
sidewalks and streets shall be maintained in a good and useable condition for one year after
said sidewalks or streets have been replaced, all subject to the approval of the Director. All
damage, if any, to said sidewalks and streets caused by the construction, use, maintenance
and operation by Licensee shall be repaired by and at the cost and expense of the Licensee.
In the event Licensee fails or refuses to proceed with diligence with the performance of any
work in connection with the replacement, rebuilding or resurfacing of streets and sidewalks
within 30 days after receiving written notice from the Director, the City may do such work or
cause same to be done, all at the sole risk, cost, liability and expense of Licensee.
O. The Licensee, or his successors, assigns or representatives agree, obligate and bind himself
or itself to indemnify and does hereby indemnify and hold and save forever harmless the
City, from all liability, cost or damage on account of the construction within a public street,
roadway, sidewalk or easement or the City's right-of-way, or on account of using, occupying,
preparing, maintaining and operating any such improvements therein.
This license shall expire automatically upon removal of the improvements located upon the
property pursuant to this license.
This license shall be effective upon the acceptance of the terms hereof by the LICENSEE, as
indicated by the signature of LICENSEE and the approval thereof by the City.
The license shall be filed of record in the Official Records of Williamson County, Texas.

ITEM SUMMARY:
The City has received a request from 212 W. 7 th Street, LLC to allo w the encroachment of a gre ase trap into the right of
way of Rock Street just south of the intersection of Rock and 7th Streets. The grease trap will service a new restaurant to
be located at 212 W. 7th Street, a building adjacent to the Rock Street right of way.
The "zero lot lines" in the downtown are a, and generally tight spacing o f improvements constrains the opportunities for
placement o f this trap. The grease trap is required by code, and ne c e ssary to prevent vario us fats and greases attendant to
the food service industry fro m entering and causing damage to the City's sewage system. The grease trap will be located
under the sidewalk, and maintenance of the trap and surrounding sidewalk will be the responsibility of the license ho lder.
Staff has reviewed this request and recommends appro val o f the license.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN
MAKING CERTAIN DETERMINATIONS AND AUTHORIZING THE
PLANNING DIRECTOR TO EXECUTE A REVOCABLE LICENSE

referred to as "LICENSEE"), owner of 0.15 acres known as Parts of Lot 2 & 3, Block 41, City of
Georgetown as recorded in Document No. 2010006427 and more particularly described in Volume
700, Page 840 of the Official Deed Records of Williamson County, Texas, and located at 212 West
7th Street, Georgetown, Williamson County, Texas. LICENSOR, owner of that certain public right of
way known as Rock Street (hereinafter referred to as Rock Street or the Property) hereby grants a
license to the said LICENSEE to permit a grease trap, clean outs and appurtenant structures
(Grease Trap) to encroach into an eighteen (18) foot by fifteen (15) foot area in the right of way of
Rock Street, as shown on Exhibit "A” attached hereto and incorporated herein by reference for all
purposes (hereinafter referred to as Licensed Area), owned and occupied by the City of
Georgetown, Williamson County, Texas, but such improvements shall at all times not be in contact

whatsoever with the aforesaid utility lines, pipes or conduits. Any necessary changes,
modifications, rerouting or interference with the aforesaid utility lines, pipes or conduits shall
be done under the direction of the representatives of the respective utility companies or the
City, as the case may be.
F. After the completion of any construction within a Licensed Area under the terms of a
revocable license granted hereunder, should the City desire to lay or construct its utility lines,
including sewer lines, water lines, or any other pipes, or conduits under, across, or along
said streets within its right-of-way, any and all additional cost for the laying or construction of
the aforesaid utility lines, including pipes and conduits, within said street or right-of-way,
which may occur by reason of the existence of said construction, shall be paid to the City by
the said Licensee, his assigns, successors and representatives.
G. Solely as between the City and the Licensee, and not for the benefit of any other person,
the Licensee, by acceptance of such revocable license, hereby waives any claim he, or
any heirs, successors or assigns might have for damages for loss of lateral support to any
other improvements hereby contemplated which loss of lateral support might be occasioned
by any improvements which the City, its assigns, grantees, or licensees might install or
construct.
H. The Licensee, or his successors, assigns, or representatives, by the acceptance of such
revocable license, agree, obligate and bind himself or itself to indemnify and does hereby
indemnify and hold and save forever harmless solely the City, any of its agencies, and any
person, from all liability, cost or damage on account of Licensee's use, occupancy and
maintenance of any part of a public street, roadway, sidewalk or easement or the City's right-
of-way and the structures and facilities therein, including by way of example, but not by way
of limitation, any buildings, piers, fences, pools, walls, patios, decks basements, etc.
constructed on the surface or the subsurface of any public street or right-of-way. This
indemnity shall continue in force and effect during the existence of any revocable licenses
issued under the provisions of this Chapter.
I. No transfer or assignment of any revocable license granted under the terms and provisions
of this Chapter shall be effective unless and until:
1.The Licensee has, in writing, advised the Director of the name and mailing address of
the transferee or assignee; and
2.The transferee or assignee has furnished the Director its written agreement to assume
and perform all of the duties, covenants and obligations of the revocable license;
and, thereupon, each provision of the revocable license shall be binding upon, and inure
to the benefit of, the transferee or assignee of the Licensee.
J. The breach or violation of any one of the terms, provisions, or conditions set forth in this
Chapter shall be sufficient to constitute grounds for the cancellation and forfeiture of the
revocable license granted under the authority of Chapter 12.09 of the Code of Ordinances.
Any such cancellation and forfeiture may be exercised upon 20 days written notice by the
City to the Licensee, a representative or successor, unless, at the expiration of such time,
any such violation or breach has ceased or the Licensee is proceeding with all diligence and
good faith to remedy any such violation or breach and thereafter continues without delay with
such remedial work or correction until such violation or breach has been completely
remedied, and, any person violating any of the provisions of this Chapter may be prosecuted
as provided in Chapter 12.09 of the Code of Ordinances.
If any person or the owner of land abutting a public street, roadway, sidewalk or easement or
the City's right-of-way reveals by his application for a building permit or other authorization of

the City that any new, remodeling or renovating construction is desired to be made within
any part of a public street, roadway, sidewalk or easement or the City's right-of-way, the
requested revocable license will be reviewed for compliance with the terms and provisions of
Chapter 12.09 of the Code of Ordinances, and in addition, be subject to the following
conditions:
K. The proposed use of a public street, roadway, sidewalk or easement or the City's
right-of-way by any person or the abutting land owner shall not interfere with the
City's lawful use thereof.
L. The proposed construction within a public street, roadway, sidewalk or easement or
the City's right-of-way shall be in accordance with the City's Construction Standards,
Unified Development Code, and any other applicable ordinances and regulations.
M. At all times during the construction and building of any structure within a public street,
roadway, sidewalk or easement or the City's right-of-way:
1.The street or highway shall be kept open for vehicular and pedestrian traffic in a
reasonable manner and no obstruction of the sidewalks shall be allowed in such a way
as to prevent the use thereof by pedestrians;
2.Dirt and other material removed from the building and construction of any such structure
within a public street, roadway, sidewalk or easement or the City's right-of-way shall not
be allowed to remain on the street or sidewalk, but all such dirt and other materials shall
be removed immediately at the sole cost, risk, liability and expense of Licensee;
3.All excavations and obstructions of any kind where allowed during the period of
Licensee's construction, shall be properly barricaded, and well illuminated during the
night time, all subject to the approval of the Building Official.
4.All sidewalks, ramps and related pedestrian facilities (hereinafter referred to as
sidewalks), built or replaced as part of construction shall comply with applicable Local,
State and Federal regulations relating or pursuant to the Americans with Disabilities Act.
N. After the completion of the construction within a Licensed Area, the Licensee shall at his
own cost and expense replace any sidewalks and surface of any streets that were damaged
or removed in the construction of any structures or facilities in a condition equally as good as
they were immediately prior to the time of excavation or construction, and all of such
sidewalks and streets shall be maintained in a good and useable condition for one year after
said sidewalks or streets have been replaced, all subject to the approval of the Director. All
damage, if any, to said sidewalks and streets caused by the construction, use, maintenance
and operation by Licensee shall be repaired by and at the cost and expense of the Licensee.
Licensee agrees to accept, and from hereon be responsible, for the maintenance of all
sidewalks, ramps and related pedestrian facilities located in the License Area, and within
three (3) feet distance of the License Area, for the duration of the License Agreement.
Licensee shall ensure that said sidewalks are level, in good condition, and free of
impediments to the safe and efficient passage of the public, at the determination of the
Director.
In the event Licensee fails or refuses to proceed with diligence with the performance of any
work in connection with the replacement, rebuilding or resurfacing of streets and sidewalks
within 30 days after receiving written notice from the Director, the City may do such work or
cause same to be done, all at the sole risk, cost, liability and expense of Licensee.
O. Licensee hereby does hereby agree, obligate and bind himself or itself to:
1.To properly care for and maintain the Grease Trap; and,
2.Enter into a contract or contracts with a firm to provide waste removal services;
and,
3.Restrict the hours that such waste removal activities may take place within said
contract, to no later than 7 a.m. on any given day.
P. The Licensee, or his successors, assigns or representatives agree, obligate and bind himself
or itself to indemnify and does hereby indemnify and hold and save forever harmless the
City, from all liability, cost or damage on account of the construction within a public street,
roadway, sidewalk or easement or the City's right-of-way, or on account of using, occupying,
preparing, maintaining and operating any such improvements therein.
This license shall expire automatically upon removal of the improvements located upon the
property pursuant to this license.
This license shall be effective upon the acceptance of the terms hereof by the LICENSEE, as
indicated by the signature of LICENSEE and the approval thereof by the City.

ITEM SUMMARY:
To perform well for GUS Customers, the Itineris CIS needs to ele c tro nically “talk” to 17 othe r systems that GUS (or the
City) already have in place to exchange information that supports our overall business processes. So me o f these systems
are o perated on-site and so me are located at service bureaus (see list in Figure 2). Two systems talking to each o ther
about one “topic” (For example , collecting a payment from a customer) is a single integration with two data points (the se
two “e nds” of the co nversation are so metimes re fe rred to as a “handshake ” between systems). This project has 60 data
points between 1 7 systems, which contributes to the co mplexity of the overall proje c t.
Many fac to rs, such as the capabilities of the GUS IT systems, industry be st practices, and costs associated with so ftware
redesigns ultimately determined the best way fo r IT systems to “talk” with the CIS. In the course of evaluating the se
options, more work for new interfaces was added to the original Itineris scope o f work. Data points were added or
removed (see Figure 2) during the Design Phase, which was completed in April. The net o f the additional developme nt
time ne e de d was 98 man-days or $9 8,000.00. A small amount ($5K) was also needed to support GUS’ current demand
charge billing process fo r commercial and large industrial customers.
The additional interfaces are needed to maintain e xisting business processes. If these data “handshake s” are no t do ne in
an automated fashio n, GUS will need to change how they do business to include manual data entry. This would negative ly
impact current service levels base d on the existing staffing plans. We wo uld need to add staff earlier than currently
planned.

The final design documents added more inte rface data points (equating to 1 88 man-days) than were removed (90 man-
days) netting an additio nal scope of 9 8 man-days. This, c ombined with the additional ($5K) for the de mand billing
modifications, equals $103,000.00 for change order 004. This item increases the previously appro ved Itineris c ontract by
$103,000.00 and represents additional interface work to be do ne by Itineris.
STAF F RECOMMENDATION
Staff recommends approval of this c hange order to de velop, configure , and implement the data interface designs between
the GUS business systems and the new UMAX CIS software.

ITEM SUMMARY:
The amount of $294,000.00 represents 50 % of the cost associated with extending the pro ject timeline . It took an extra
four months to finalize the interface designs (c hange o rder 00 4), neither GUS nor Itineris fully anticipated the length of
the delay and bo th are sharing in the costs.
The designs were due this past December and served as prerequisites to the start o f the next project phase. Work co uld
not begin until the inte rface designs were completed and that occurred in April. In change o rder 0 04, GUS increased the
number of interfac e s needed for the project which also impacted the timeline.
Itineris also concluded that the CIS customer portal needed some important additio nal features. They agreed to make the
necessary modifications to their customer web portal as o utlined in change order 005. As a result, Itine ris is abso rbing
the other 50% costs associated with the 4 -month delay and will utilize the extended timeline to incorporate the additional
features.
This change orde r does not impact the funding in the CIS P roject budget; it reapportio ns available funds.

The applicant has requested to rezone the existing property from Agriculture (AG) to
Residential Single-Family (RS). The applicant will develop the property with a residential
subdivision (74 lots) to be known as Oakmont Subdivision.

Location:
The subject site is located southwest of the intersection of Booty Crossing and Williams Drive.
Physical Characteristics:
The property has two existing residential structures with access to Booty Crossing Road. A
majority of the property is undeveloped.

The property has a pending annexation case (ANX-2017-001). The Agriculture (AG) District will
be the default zoning district upon annexation.
2030 Comprehensive Plan
Future Land Use:
The 2030 Future Land Use category for this subject site is Moderate Density Residential. The
Moderate Density Residential category is described in the 2030 Comprehensive Plan as
comprising single family neighborhoods that can be accommodated at a density ranging between
3.1 and 6 dwelling units per gross acre, with housing types including small-lot detached and
attached single-family dwellings (such as townhomes). This category may also support
complementary non-residential uses along major roadways such as neighborhood-serving retail,
office, institutional, and civic uses, although such uses may not be depicted on the Future Land
Use Map.
Growth Tier:
The subject property is located within Growth Tier 2 (Intermediate Growth Area) which is
generally outside the City limits, but inside the extraterritorial jurisdiction (ETJ). Growth Tier 2 is
managed by using subdivision review and signage regulations until annexation occurs. The
subject property is pending voluntarily annexation into the City limits.
Transportation
The subject property’s only access is from Booty Crossing Road, a collector street. The existing
driveway access will be removed and main access will occur at the intersection of Booty Crossing
Road and Pecan Lane.
Utilities
The property is served by City of Georgetown for water services and PEC for electric services.

Proposed Zoning District
The Residential Single-Family (RS) District is intended for areas of medium density with a
minimum lot size of 5,500 square feet. The RS District contains standards for development that
maintain single-family neighborhood characteristics. The District may be located within
proximity of neighborhood-friendly commercial and public services and protected from
incompatible uses. All housing types in the RS District shall use the lot, dimensional and design
standards of the District. See attached for list of uses and development standards for the RS
District.
Staff Analysis
The subject property is located within t he Moderate Density Residential Future Land Use
category. The proposed rezoning request meets all of the criteria established in UDC Section
3.06.030 for zoning changes:

General Findings
Based on all the information presented, staff has made the following findings:
1. Goal 1 of the Land Use Element of the Comprehensive Plan states that the City should
“promote sound, sustainable, and compact development patterns with balanced land uses, a variety
of housing choices and well-integrated transportation, public facilities, and open space amenities.”
The rezoning of this property to the RS District is compatible with the surrounding
development, does not require infrastructure extensions, and supports this Comprehensive
Plan goal.
2. There is an existing water main along Booty Crossing Road; therefore, extension of utilities
is not needed to support the development pattern associated with the RS District.
Staff Recommendation
Staff recommends approval of the applicant’s zoning request based on the above-mentioned
findings.
Public Comments
Staff has received several phone calls from surrounding property owners inquiring about the project but
to date no written public comments have been received.

ORDINANCE NO. _____________________
An Ordinance of the City Council of the City of Georgetown, Texas,
amending part of the Official Zoning Map to rezone 23.527 acres out of the
D. WRIGHT Survey from the Agriculture District to the Residential Single-
Family District also known as Oakmont; repealing conflicting ordinances
and resolutions; including a severability clause; and establishing an
effective date.
Whereas, an application has been made to the City for the purpose of amending the
Official Zoning Map, adopted on the 12th day of June, 2012, for the specific Zoning District
classification of the following described real property ("The Property"):
23.527 acres of the D. WRIGHT Survey, as recorded in Document Number 2016108428
of the Official Public Records of Williamson County, Texas, hereinafter referred to as
"The Property"; and
Whereas, public notice of such hearing was accomplished in accordance with State Law
and the City’s Unified Development Code through newspaper publication, signs posted on the
Property, and mailed notice to nearby property owners; and
Whereas, the Planning and Zoning Commission, at a meeting on May 16, 2017, held the
required public hearing and submitted a recommendation of approval to the City Council for
the requested rezoning of the Property; and
Whereas, the City Council, at a meeting on June 13, 2017, held an additional public
hearing prior to taking action on the requested rezoning of the Property.
Now, therefore, be it ordained by the City Council of the City of Georgetown, Texas,
that:
Section 1. The facts and recitations contained in the preamble of this Ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
Ordinance implements the vision, goals, and policies of the Georgetown 2030 Comprehensive
Plan and further finds that the enactment of this Ordinance is not inconsistent or in conflict with
any other policies or provisions of the 2030 Comprehensive Plan and the City’s Unified
Development Code.
Section 2. The Official Zoning Map, as well as the Zoning District classification(s) for the
Property is hereby amended from the Agriculture District (AG) to the Residential Single-Family
District (RS), in accordance with the attached Exhibit A (Location Map) and Exhibit B (Legal
Description) and incorporated herein by reference.
Section 3. All ordinances and resolutions, or parts of ordinances and resolutions, in

Section 4. If any provision of this Ordinance or application thereof to any person or

application thereof, of this Ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this Ordinance are hereby declared to be
severable.
Section 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary
to attest. This ordinance shall become effective in accordance with the provisions of state law
and the City Charter of the City of Georgetown.

Site Information
Physical Characteristics:
The property is 0.31-acres in size and it is developed with an approximately 800 square foot
one story building with a paved parking area. The site has approximately 60 feet of street
frontage along South Austin Avenue and is approximatley 150’ deep.

Property History
The property was rezoned from Industrial (IN) to General Commercial (C-3) in 2003 by
Ordinance No. 2003-67. At the time, the City’s Future Land Use Designation for this property
in the Century Plan was “Office, Retail, and Commercial.” In 2008, the Georgetown City
Council adopted the City’s Current Comprehensive Plan which identifies the property with a
Mixed Use Community future land use designation that envisions a mix of residential types
and densities complemented by supporting retail, small to medium scale office development
and integrated open spaces.
2030 Comprehensive Plan
Future Land Use:
The purpose of the Future Land Use Map is to identify the intended long term pattern and
character of residential, commercial, employment, and other supporting land uses as
articulated through the Vision Statement. It is also for identifying the need for adjustments to
zoning, land use, subdivision regulations, development review procedures and other tools, to
achive the desired pattern and quality of development. In this case, the 2030 Future Land Use
category for this subject site is Mixed Use Community. This category is intended for residential
development with a mixture of different types of densities that are complemented by
supporting retail, small to medium scale development. Compatibility among these various
uses will be maintained through design standards that address the locations, character and
relationships between uses, while affording greater development flexibility than provided by
standard zoning district classifications.
Growth Tier:
The 2030 Comprehensive Plan Growth Tier Map designation is Tier 1A which are areas of the
City where infrastructure systems are in place, or can be economically provided and where

the bulk of the City’s growth should be guided over the near term.
Transportation
The site’s sole access is via South Austin Avenue which is an Existing Collector roadway. A
Traffic Impact Analysis (TIA) was not deemed necessary for this use.
Utilities
This property is served by the City of Georgetown for electric, water, and wastewater. It is
anticipated that there is adequate capacity to serve this property either by existing capacity or
developer participation in upgrades to infrastructure.
Zoning District
The existing zoning district for this site is General Commercial (C-3), which is intended to
provide a location for general commercial and retail activities that serve the entire community
and its visitors. Uses may be large in scale and generate substantial traffic, making the C-3
District appropriate along freeways and major arterials.
Staff Analysis
South Austin Avenue between W. 17th Street and Leander Road (FM1460) is a stretch of
roadway that significantly varies in use, age, scale of development, and location in the City.
There is a mixture of commercial and residential development between this corridor and
Railroad Avenue (west of the property), which is an older portion of the City. Although there
is a mixture of residential and commercial type uses, in 2008, the City adopted the current
Comprehensive Plan which envisions the subject property and the surrounding area with a
mix of residential types and densities complemented by supporting retail, small to medium
scale office development and integrated open spaces.
Staff has reviewed the applicant’s request and justification for the request to establish an
automotive sales facility on a 0.31 acre lot. The following is the pertinent section of the UDC
related to this request:
The UDC, in Section 3.07.030.C, states that the City Council may approve an application for a
Special Use Permit where it reasonably determines that there will be no significant negative
impact upon residents of surrounding property or upon the general public. The City Council
shall consider the following criteria in its review:
1. The proposed special use is not detrimental to the health, welfare, and safety of the
surrounding neighborhood or its occupants. It does not appear that the proposed
automotive sales facility will be directly injurious or detrimental to the public health,

welfare or safety in the neighborhood. It also does not appear that the proposed use will
improve or take steps to move in the direction of the Comprehensive Plan for the area
which envisions a mixture of residential types with supporting retail and office. If
approved the proposed use would need to comply with the minimum required
development standards in the C-3 District.
2. The proposed conceptual site layout, circulation plan, and design are harmonious with the
character of the surrounding area. The proposed layout has been reviewed by staff which
has determined that there is one development standard that is not consistent with the UDC.
The UDC identifies South Austin Avenue as a Scenic/Natural Gateway into the City that
requires a 25 foot landscape buffer. The conceptual plan shows a 10 foot landscape buffer. If
the Special Use Permit is approved, the applicant will be required to submit a Site
Development Plan for review and approval where staff will review the development
standards in more detail than the conceptual plan.
Although it appears that the site layout is harmonious with the character of the surrounding
area today, it is not consistent with the Comprehensive Plan which designates this area for
residential development complemented by supporting retail, small to medium scale office
development and integrated open spaces. The future land use map shows the desired
pattern of future land uses. Also, the area west of the subject property that is within the
Mixed Use Community has several existing multi-family developments such as The Oaks
at Georgetown, Stonehaven Apartments, and San Gabriel Senior Village that comply with
the Comprehensive Plan. There are other existing single-family developments and there
are signs of residential infill lots that also comply with the Comprehensive Plan.
3. The proposed use does not negatively impact existing uses in the area and in the City
through impacts on public infrastructure such as roads, parking facilities, and water and
sewer systems and on public services such as police and fire protection and solid waste
collection and the ability of existing infrastructure and services to adequately provide
services. If the proposed use is approved, it would not negatively impact existing uses in the

4. The proposed use does not negatively impact existing uses in the area and in the City
through the creation of noise, glare, fumes, dust, smoke, vibration, fire hazard or other
injurious or noxious impact. If approved, the use will be required to meet all City codes
and ordinances to protect from impacts such as noise, glare, fumes, dust, smoke, vibration,
or fire hazard within the vicinity.

Findings
Based on all information presented, staff has made the following findings:

complemented by supporting retail, small to medium scale development. In this case, the
proposed use is for an automotive sales facility. The proposed use does not comply with
the Comprehensive Plan because it is not within the desired pattern of future land uses for
the area.
2. Although it appears that the site layout is harmonious with the character of the surrounding
area today, it is not consistent with the Comprehensive Plan which designates this area for
residential development with complementing retail and office. There are existing existing
single-family and multi-family developments within the surrounding area. Also, there are
signs of residential infill lots to the west of the property that also comply with the
Comprehensive Plan.
3. The Unified Development Code identifies South Austin Avenue as a Scenic/Natural
Gateway into the City that requires a 25 foot landscape buffer along the property frontage.

ORDINANCE NO. _____________________
An Ordinance of the City Council of the City of Georgetown, Texas, granting
a Special Use Permit for an automotive sales facility in the General
Commercial (C-3) District being 0.31 acres, Outlot Division A, Block 4 (s/pt)
and located at 2030 South Austin Avenue, to be known as Alan’s Auto Sales;
repealing conflicting ordinances and resolutions; including a severability
clause; and establishing an effective date.
Whereas, an application has been made to the City for the purpose of allowing a special
use of the following described real property ("The Property"):
0.31 acres of the Outlot Division A, Block 4 (s/pt) subdivision of the Official Public
Records of Williamson County, Texas, hereinafter referred to as "The Property"; and
Whereas, public notice of such hearing was accomplished in accordance with State Law
and the City’s Unified Development Code through newspaper publication, signs posted on the
Property, and mailed notice to nearby property owners; and
Whereas, the Planning and Zoning Commission, at a meeting on May 16, 2017, held the
required public hearing and submitted a recommendation of approval to the City Council for
the requested special use of the Property; and
Whereas, the City Council, at a meeting on June 13, 2017, held an additional public
hearing prior to taking action on the requested special use of the Property.
Now, therefore, be it ordained by the City Council of the City of Georgetown, Texas,
that:
Section 1. The facts and recitations contained in the preamble of this Ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
Ordinance implements the vision, goals, and policies of the Georgetown 2030 Comprehensive
Plan and further finds that the enactment of this Ordinance is not inconsistent or in conflict with
any other policies or provisions of the 2030 Comprehensive Plan and the City’s Unified
Development Code.
Section 2. The Zoning District for the Property shall remain General Commercial (C-3)
District and the Ordinance allowing for the special use of an automotive sales facility on the
property is hereby adopted, in accordance with the attached Exhibit A (Location Map) and
Exhibit B (Conceptual Site Plan).
Section 3. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.

Section 4. If any provision of this Ordinance or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this Ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this Ordinance are hereby declared to be
severable.
Section 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary
to attest. This ordinance shall become effective in accordance with the provisions of state law
and the City Charter of the City of Georgetown.

ITEM SUMMARY:
Local Government Code 252.0415 allows municipalities to rec e ive electronic bids or pro posals; pro vided that the
governing bo dy approves rule s to ensure the identification, security, and confidentiality of electronic bids o r proposals and
to ensure that the electronic bids o r proposals remain effectively unopene d until the proper time. The City currently uses
the Ion Wave Technologies system to post solicitations for bids or pro posals. Vendors are able to downlo ad the
solicitation and respond in hard copy to the City. Upo n approval of this resolution with attached rules for electronic re c e ipt
of bids or proposals, the City would also be able to receive bids or proposals electronically in addition to hard copies. Io n
Wave Techno lo gies, has certified the system’s capability with built in security and features to receive e lectronic bids and
proposals.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

RULES FOR THE
ELECTRONIC RECEIPT OF BIDS OR PROPOSALS
Pursuant to the Texas Local Government Code, Section 252.0415 “Procedures for Electronic Bids
or Proposals”, the City of Georgetown adopts the following rules to ensure the identification,
security, and confidentiality of electronic bids or proposals and to ensure that the electronic bids
or proposals remain effectively unopened until the proper time.
1. All users of the system shall be assigned a unique user name and password.
2. Access to the system by authorized users shall be logged and tracked for audit purposes in
order to record when any user has accessed the system.
3. Transmittal of data through the internet shall be encrypted using Standard Sockets Layer (SSL)
technology. All sensitive data (sealed bid responses, passwords, etc.) within the system shall
be encrypted at the database level.
4. All bids or proposals submitted shall be protected using a time-sensitive mechanism that allows
the data to be decrypted only after the due date and time.
5. The system shall be synchronized to an atomic clock (U.S. Nuclear Time) to ensure exact
recording of the due date and time, and the receipt of date and time, of each submission.
6. The contents of supplier response submissions are not available during the bidding process.
7. Only Purchasing staff, with an authorized user account and password, and only on or after the
established due date and time, can open the electronic bids or proposals. The system shall
provide an audit trail of who unsealed the proposals and a corresponding time stamp.
8. The City of Georgetown will determine when and what information is released to the public
pursuant to Texas law.
The Purchasing Manager is responsible for ensuring that any system used for the electronic receipt
of bids or proposals with an estimated value of more than $50,000, or as defined by current State
law, complies with the aforementioned rules and all other statutory requirements for competitive
bids or proposals.

Dear Ms. Cheryl Turney, Interim Purchasing Manager,
Ion Wave Technologies Inc. certifies that our electronic bidding application, Enterprise Sourcing, complies with Section 44.0313
of the Education Code by providing the following security steps and/or features:
All electronic sealed bid data is stored in encrypted database fields while the solicitation is still available for supplier
responses.
Identity authentication: Each buyer and supplier user is required to use a unique user account and password.
Further, the City may request additional identity information within an electronic bid event.
The system provides options for dictating password requirements/complexity for City staff. The system also requires
complex passwords for all supplier users.
All data transmitted between end users and the system is encrypted using standard Secure Sockets Layer technology.
Passwords are stored in an encrypted format using a one-way hash. This ensures that passwords cannot be
recovered by system administrators or by the system itself.
User sessions are validated to prevent hijacking and expire after a period of inactivity.
Key buyer and supplier activities are audited, such as supplier response submission or unsealing of solicitation data.
The application will not allow for late bid submissions by suppliers after the closing date and time. System time is
synchronized with U.S. Nuclear Time.
Two primary levels of security exist to ensure bidders can only access their own electronic bid data:
First, all electronic sealed bid data is encrypted at the database level utilizing a security key uniquely generated for each bidding
event.
Second, the application includes security checks on every page that displays bid data to ensure that only the vendor who
entered the electronic sealed bid data can view their own electronic sealed bid data. All other users are denied access to
electronic sealed bid data by these security checks.
As a result of the above mentioned security measures, electronic sealed bid information is sealed in an electronic “lockbox” and
unavailable to all City users until after a bid’s due date and time passes. Electronic bid responses are time-stamped upon
submission by the supplier. Time-stamps are reported in the audit logs available to both suppliers and City staff. Authorized
City users, as established by system roles, may “Unseal” a bid at the appropriate time to begin bid evaluation and review.
IWT’s systems are configured to perform multiple backups throughout the day, both within our hosting center as well as to a
secure offsite location. These offsite backups are encrypted prior to transfer. IWT performs full transaction logging and
backup, allowing for recovery to a specific point in time as needed.
Currently, IWT does not enforce any data retention limits on our customers. For customers with an active license agreement,
all system generated procurement data is retained and available on demand. Customers also have the ability to download
copies of documents loaded into or generated by the application. Clients have the right to retain a copy of all downloaded
documents in perpetuity.

The applicant has requested to rezone the existing property from Office (OF) District to the
Townhouse (TH) District for development of townhomes.

Location:
The subject site is located on West Street, between 13th and 14th Streets. The site is one block south
of University Avenue.
Physical Characteristics:
The property is undeveloped. There are a few smaller trees on site.

Property History
The property was incorporated into the City in 1890 as part of a larger tract. The property dates
back to a deed creation called “Booty and Lesueur”, which created sixteen (16) lots of property
between the modern-day streets of Railroad Avenue, Hart Street, and West 13th and 14th Streets.
West Street now runs north/south in the middle of these lots. Over time, the western portion of

this land division (Lots 9-16) was consolidated by deed into one property that is today the
Victorian Villages residential complex. The eastern portion today is recognized by the
Williamson Central Appraisal District [WCAD] as a smaller grouping of properties
The property is undeveloped. Based on research the property has historically been residentially
zoned. The 1965 zoning map identified properties in this vicinity as “Residential”. On the 1968
zoning map, the property was redesignated as “RM”, Residential Multiple-family district. In
2002 the property was designated as “RM-3”, Residential, Office and Service Use District. With
the adoption of the Unified Development Code (UDC) in 2003, all RM-3 properties transitioned
to the Office (OF) District, which is the current zoning district applied to the property.
2030 Comprehensive Plan
Future Land Use:
The 2030 Future Land Use category for this subject site is Moderate Density Residential. The
Moderate Density Residential category is described in the 2030 Comprehensive Plan as comprising
single family neighborhoods that can be accommodated at a density ranging between 3.1 and 6
dwelling units per gross acre, with housing types including small-lot detached and attached
single-family dwellings (such as townhomes). This category may also support complementary
non-residential uses along major roadways such as neighborhood-serving retail, office,
institutional, and civic uses, although such uses may not be depicted on the Future Land Use
Map.
Growth Tier:
The subject property is located within Growth Tier 1A, that portion of the city where
infrastructure systems are in place, or can be economically provided and where the bulk of the
city’s growth should be guided over the near term.
Transportation
The subject property has roadway frontage on 3 sides: West Street, W. 13th Street, and W. 14th
Street.
Utilities
Electric, water, and wastewater are served by the City of Georgetown; there are no foreseen
issues with providing these services to this property for the permitted uses in the proposed
District.
Proposed Zoning District
The Townhouse District (TH) is intended for townhouse and attached single-family dwellings.
The TH District is appropriate for infill development as well as a transition from residential areas
to non-residential areas. This District is also appropriate in areas designated on the Future Land
Use Plan as one of the Mixed Use Land Use Categories. In the TH District, townhomes shall be

located on individual lots.

The subject property is located within the Future Land Use categories of Moderate Density
Residential.

General Findings
Based on all the information presented, staff has made the following findings:

1. Goal 1 of the Land Use Element of the Comprehensive Plan states that the City should
“promote sound, sustainable, and compact development patterns with balanced land uses, a variety
of housing choices and well-integrated transportation, public facilities, and open space amenities.”
The rezoning of this property to the TH District for the development of residential dwelling
units, supports this goal. The property is surrounded with residential uses and is suitable
for residential development.
2. Goal 4 of the Land Use Element of the Comprehensive Plan states that the City should
“maintain and strengthen viable land uses and land use patterns (e.g., stable neighborhoods,
economically sound commercial and employment areas, etc.).” The rezoning of this property to
the TH District complements the existing single and multi-family uses in the area, and it is
compatible with the existing retail to the north.
Staff Recommendation
Staff recommends approval of the applicant’s zoning request based on the above-mentioned
findings.
Public Comments
As required by the Unified Development Code, all property owners within a 200 foot radius of
the subject property that are located within City limits were notified of the rezoning application
(26 notices mailed), a legal notice advertising the public hearing was placed in the Sun
Newspaper (March 19, 2017) and signs were posted on-site. To date, staff has received zero
written responses.

ORDINANCE NO. _____________________
An Ordinance of the City Council of the City of Georgetown, Texas,
amending part of the Official Zoning Map to rezone 0.63 acres of the J. Berry
Survey from the Office (OF) District to the Townhouse (TH) District to be
known as West Street Townhomes; repealing conflicting ordinances and
resolutions; including a severability clause; and establishing an effective
date.
Whereas, an application has been made to the City for the purpose of amending the
Official Zoning Map, adopted on the 12th day of June, 2012, for the specific Zoning District
classification of the following described real property ("The Property"):
Lots 5, 6, 7 and 8 of Booty and Lesueur Addition, an addition in the City of
Georgetown, Williamson County, Texas, according to the Official Public Records of
Williamson County, Texas, Volume 87, Page 279, Deed Records, hereinafter referred
to as "The Property"; and
Whereas, public notice of such hearing was accomplished in accordance with State Law
and the City’s Unified Development Code through newspaper publication, signs posted on the
Property, and mailed notice to nearby property owners; and
Whereas, the Planning and Zoning Commission, at a meeting on April 13, 2017, held the
required public hearing and submitted a recommendation of approval to the City Council for
the requested rezoning of the Property; and
Whereas, the City Council, at a meeting on May 9, 2017, held an additional public
hearing prior to taking action on the requested rezoning of the Property.
Now, therefore, be it ordained by the City Council of the City of Georgetown, Texas,
that:
Section 1. The facts and recitations contained in the preamble of this Ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
Ordinance implements the vision, goals, and policies of the Georgetown 2030 Comprehensive
Plan and further finds that the enactment of this Ordinance is not inconsistent or in conflict with
any other policies or provisions of the 2030 Comprehensive Plan and the City’s Unified
Development Code.
Section 2. The Official Zoning Map, as well as the Zoning District classification(s) for the
Property is hereby amended from the Office District (OF) to the Townhouse District (TH), in
accordance with the attached Exhibit A (Location Map) and Exhibit B (Legal Description) and
incorporated herein by reference.

Section 3. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.
Section 4. If any provision of this Ordinance or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this Ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this Ordinance are hereby declared to be
severable.
Section 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary
to attest. This ordinance shall become effective in accordance with the provisions of state law
and the City Charter of the City of Georgetown.

An Ordinance of the City Council of the City of Georgetown, Texas, amending
Chapter 5 land use chart of the Unified Development Code (UDC), passed and
adopted on the 11th day of March, 2003, to allow medical/dental offices/clinics as
a permitted use in the Industrial District; Repealing Conflicting Ordinances and
Resolutions; Including a Severability Clause; and Establishing an Effective
Date.
Whereas, on March 11, 2003, the City Council of the City of Georgetown, Texas,
adopted a set of comprehensive development regulations known as the Unified
Development Code (“UDC”) via Ordinance No. 2003-16; and
Whereas, the Unified Development Code (UDC) and amendments thereto serve
as an implementation tool to guide the orderly growth and development of the
community in accordance with these adopted plans; and
Whereas, the City Council established a Unified Development Code Advisory
Committee on November 12, 2013, to review proposed or requested amendments to the
Unified Development Code other than executive amendments which are those
amendments that are nondiscretionary, mandatory, or legislative revisions to address
state statutes or case laws, ratify published directors determinations, incorporate recently
approved Council ordinances, process City Council designated emergency items, or
address revisions otherwise determined necessary by legal counsel; and
Whereas, the Unified Development Code Advisory Committee conducted a
Public Hearing at their regular meeting on May 10, 2017, and recommended unanimous
approval of the amendments; and
Whereas, the Planning and Zoning Commission conducted a Public Hearing at
their regular meeting on May 16, 2017, to consider the draft amendments and
recommended unanimous approval of the amendments to the City Council.

Section 2. Portions of the Unified Development Code are hereby amended as
described in Exhibit “A”
Section 3. All ordinances and resolutions, or parts of ordinances and resolutions,
in conflict with this Ordinance are hereby repealed, and are no longer of any force and
effect.
Section 4. If any provision of this Ordinance, or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this Ordinance which can be given effect without the invalid
provision or application, and to this end the provisions of this Ordinance are hereby
declared to be severable.
Section 5. The Mayor is hereby authorized to sign this Ordinance and the City
Secretary to attest. This ordinance shall become effective June 13, 2017, in accordance
with the provisions of state law and the City Charter of the City of Georgetown.

I 35 SB FR Sidewalk Improvements Project (University Ave to Leander Rd):
Construction Approximately 30% complete with flatwork complete from SH29 to the South Gabriel
River Bridge. Anticipate completion by Nov.
(Southwest Bypass (RM 2243 to IH 35) Phase 1 – WPAP for phase 1 approved.
On site tasks: Phase 1
House demolition complete, Contour survey complete, Geotechnical testing complete, Fencing complete. Phase
one bid date has been scheduled for 27 June, 2017.
Southwest Bypass (RM 2243 to IH 35) Phase 2 – County let preliminary construction project for phase 2 which
includes the construction of ramps into and out of the Quarry. This work to begin First of June.
Surveying and staking of phase 2 ongoing.Southwest Bypass (Leander Rd. to Wolf Ranch Parkway Extension)
Wolf Ranch Parkway Extension (SW Bypass to DB Wood Rd.)
Construction is approximately 70% complete project wide. South San Gabriel bridge beam set is complete.
Second bridge south of the Gabriel, beam set complete. Base course installed on the South side of the bridges
with first course Asphalt installed to South Bridge. Base course installation on Wolf Ranch Pkwy underway, utility
crossings for Hillwood subdivision underway.
Transit Service (Fixed Route Bus):
Stops and Routes updated and presented to Council 2/14/17. ADA Plan meeting with CMTA 2/28.
CMTA will provide eligibility screening
2015 Road Bond Program, Citywide Sidewalk Improvements Project
Construction started May 1, 2017. All flat work along Williams drive is complete, with revegetation and
signal work to follow. 8th and Rock work has started. Project approximately 30% complete.

First 8” of base installed, machined curb is 90% and crews installing concrete for water quality
pond. Crews currently backfilling curb and will start hauling in next lift of road base
Northwest Boulevard:
Engineering underway: Meeting set for April 27 to go over schedule reassessment.
Engineer has developed alternatives for stormwater outfall northward from NW Blvd. Engineering
completion scheduled fiscal 16/17 with construction beginning in fiscal 17/18.
Rabbit Hill Road Improvements:
Task Order awarded by Council August 9, 2016. Utility coordination meeting on 2/21/17. CP&Y
surveying and identifying utility conflicts along route.
Rivery Boulevard - TIA Improvements:
Engineering underway and approximately 50% complete, with utility conflicts being addressed. Slight
modification is being made to length of added lane to fit with existing features. Work to reassess
drainage issues ongoing.
Rivery Boulevard Extension:
Plans at 95%. To be submitted to TCEQ first of May for WPAP approval. To stay on the current schedule
for bidding this project has been separated entirely from the Northwest Blvd. project.
