State your name and address clearly into the podium microphone 4. You will have three minutes to address Council; six minutes if another citizen has signed over their time Tuesday, October 11, 2011 Honorable Mayor and City Council Members, We are OPPOSED to the proposed annexation of Logan Ranch Road, Area 13. It is a Lose/Lose action for the City of Georgetown ("City") and for the residents of Logan Ranch. It is BAD for the City of Georgetown Residents for the following reasons: • It will take the City 20 years to recover the investment of the new water line. The capital costs of the construction of this new water line (—$2,300,000) funded by a AA rated 20 year bond at today's yield of 4.37% will cost the city $140,000 per year. The tax revenue from Logan Ranch properties at current appraisal and tax rates is $1379429. • Georgetown has difficulty now in providing adequate and reliable water supply to meet the needs of their current constituency. (i.e. it is in Stage 4 mandatory restriction). Any additional demand on the water supply system caused by annexation will only exacerbate an already dire situation that current Georgetown residents are enduring. • Also, climate projections by the State of Texas climatologist predict that the current drought may very well last until 2020. This will only strain the existing dwindling water supply further. It is BAD situation for us for the following reasons: • We will be required to connect to the City water service at an unnecessary cost as high as $10,000. Unnecessary in the sense that we already have a dependable water supply that has met our needs for over 25 years and today is more reliable than the City. • We will have to pay for water at a rate of $2.25 to $7.50 per 1000 gallons for City water. Our current cost is less than $1.00 per 1000 gallons. • Our current disposal service is excellent and dependable. We do not need to switch. • We will now be subject to the City's more restrictive rules and regulations that are designed for a city environment not the quasi -rural environment that we have invested in. We ask that you responsibly vote NO to the annexation of Logan Ranch Road. Respectfully, Benjamin and Eileen Jones 176 Logan Ranch Road Pq \ Citizen Comment Form EST 1848 For Posted Agenda Items GEORGETOWN TEXAS To address the City Council on a posted agenda item, complete this form and submit it to the City Secretary, on the dais, prior to the discussion of the item at the meeting. It is my feeling the City Council is asking our neighborhood to fund city revenues through increased taxes to pay for bonds approved by the City Council and Georgetown voters. I do not believe it is right to ask me or my neighbors to incur increased taxes to fund bonds which I was not able to participate in voting process. Furthermore there does not appear to be an equitable exchange for the taxes paid and services rendered by the city.
